      Delete the sentence: ‘No such framework yet exists.’ (at the end of the first paragraph)

      Delete paragraph ‘The federal government has recognised … harmful effects that abuse has on children’.

      Insert new paragraph 3:

      The federal government has recognised child abuse and neglect as major issues. In April 2009, the National Framework for Protecting Australia’s Children 2009-2020 came into effect. This is a collaboration between Federal, State and Territory governments, as well as relevant non-government organisations. It identifies six outcomes:
      1. Children live in safe and supportive families and communities
      2. Children and families access adequate support to promote safety and intervene early
      3. Risk factors for child abuse and neglect are addressed
      4. Children who have been abused or neglected receive the support and care they need for their safety and wellbeing
      5. Indigenous children are supported and safe in their families and communities
      Child sexual abuse and exploitation is prevented and survivors receive adequate support.

      In paragraph ‘The legal system has been accused …’, replace text with the following:
      The Australian Institute of Health and Welfare in 2014 2016 reported that nationally nearly 152 000 children were receiving child protection services (investigation, care and protection orders and/or out-of-home care). During 2014–15, there were 57 861 children on care and protection orders.

      Post-sentence preventive Continued detention, on the other hand, is where serious offenders who have served their full sentence continue to be detained. New South Wales has a post-sentencing scheme scheme of post-sentence preventive continued detention under the Crimes (High Risk Offenders) Act 2006 (NSW) that allows for the continued ongoing detention of high risk offenders who are serving a sentence for a serious sexual or violence related offence. The Attorney-General can apply to a court the Supreme Court for a continuing detention order for continued detention of the offender if satisfied ‘to a high degree of probability’ that the offender is most likely to reoffend if released commit another offence.

      Global change
      All uses of the term ‘preventive detention’ shoud be ‘preventative detention’.
